Citizens call at hot-line: 3 years against corruption, with courage and civic responsibility
December 2009The report contains key findings on project achievements’’ Media education and awareness against corruption’’ implemented with financial support from the British Embassy in Chisinau, in the period April 2007-December 2009. The report presents a series of findings on the effectiveness of anti corruption government lines, profile of people who wanted to communicate about cases of corruption, localities of Republic of Moldova from which were made calls to the hot-line, domains of social relations most often affected by corruption and social phenomena most commonly confused with the manifestations of corruption, difficulties of cooperation with persons that know cases of corruption, involving the media and public authorities in preventing and combating corruption in the Republic of Moldova, other aspects of corruption phenomenon and related fields that have become known during the operation period of anti-corruption hot-line.

Study on the Effectiveness Mechanism of the Corruption Proofing of Draft Legislative Acts and other Regulatory Acts between 2006-2009
July 2009The study on the effectiveness of corruption expertise of legislation was made by the Centre for the Analysis and Preventing Corruption (CAPC) during Joint Project of the European Commission and the Council of Europe against corruption, money laundering and terrorist financing in the Republic of Moldova (MOLICO), aimed at analyzing the effectiveness of identification process of legal provisions likely to facilitate corruption acts. The study assesses the extent to which Parliament took into account the observations and recommendations of CAPC to avoid inclusion of corruptionelements in laws passed.
During October 1, 2006-January 31, 2009, CAPC analyzed 304 draft legislation acts placed on the website of Parliament and 13 projects submitted to the expertise of other authorities to identify the provisions likely to facilitate the acts of corruption. The effectiveness of corruption survey reports was assessed by monitoring the acceptance by Parliament and the Government of the observations and recommendations of CAPC. From total of 3684 identified objections 258 projects adopted in 1916 were accepted, representing a yield of 52.01%.

"Guide on corruptibility expert review of draft legislative and other regulatory acts"
December 2006The Guide aims to contribute to the activity of preparing the expert review reports to identify the legal norms with risks of favouring corruption, being a legal-theoretical basis for the activity of corruption proofing of draft legislative acts. This document is useful also for the process of legal and regulatory acts’ drafting, as it provides information about the normative constructions and omissions generating negative effects. This Guide was drafted in accordance with the provisions of the Law No.780-XV of 27.12.2001 on legislative acts and the Law No.317-XV of 18.07.2003 on the regulatory acts of the Government and of other authorities of public and local administration, being also the first ample methodology for corruption proofing of the draft legislative and regulatory acts.

„Dialectics of Moldovan Justice: What Was Gone First, Ethics or Transparency?”
May 2005This study refers to observing the public trial principle and the ethic norms in the courts in the RM. The conclusions of the study are based on the monitoring of 420 court trials, in order to verify the observance of the public trial principle, and of 84 court trials, to verify the judiciary ethics, during November 2004 – February 2005. The study presents the outcomes of the first monitoring of courts in the Republic of Moldova.

„Citizens Calling the Anti-Corruption Hot-Line: Need Civic Responsibility or… Courage?”
March 2008This report contains the analysis of the calls to the anticorruption hotline 92-79-79, during 1 June 2007 – 29 February 2008. The report presents the profile of the persons willing to report corruption cases, the areas of social relationships most frequently affected by corruption, difficulties faced by persons who are aware of corruption cases while cooperating with the law enforcement authorities, involvement of mass-media and public authorities in the prevention and combating of corruption in the Republic of Moldova, other aspects of the corruption phenomenon in related areas, identified during the operation of the anticorruption hotline.

„Effectiveness of the Corruption Proofing Mechanism. Study”
October 2007In the period of October 2006 – October 2007 CAPC put under corruption proofing expertise a total of 202 draft legislative acts placed on the website of the Parliament. In their reports, the CAPC experts formulated objections about 2256 elements found in the drafts subjected to expertise. Upon writing of this study 117 of 202 draft laws put under expertise were passed by the Parliament and published in the Official Gazette. The Study reveals, inter alia, the categories of corruptibility elements most frequently identified in draft laws and the effectiveness of the corruption proofing reports drawn up by the CAPC experts, measured by verifying the acceptance of objections about concrete corruptibility elements found in draft laws put under expertise, which have been passed by the Parliament. Also, the Study assesses the transparency of the legislative process, Justification of the drafts, the promotion and damaging of some interests contrary to the public interest and broadening of discretionary powers of the public authorities through draft laws submitted to the Parliament.

„Case Study on the Exclusion of the Immunity of Judges to Criminal and Contravention Liability”
March 2008This study was developed by the experts hired by Centre for Analysis and Prevention of Corruption (CAPC), organization members of the Anticorruption Alliance with financial support from the Eurasia Foundation offered by the United States Agency for International Development (USAID) and Swedish International Cooperation Development Agency (SIDA). The study objects were to assess the legislative and institutional framework of initiating criminal investigation against judges and their criminal and contravention liability in Republic of Moldova (Chapter II), the international documents and standards on the guarantees that judges receive during the criminal investigation; the legislation of other states regarding criminal investigation against judges (Chapter III); the results of the survey performed with focus groups regarding the opportunity of amending the present guarantees of the inviolability of judges (Chapter IV).
